I ripped this off the Directors Cut PC Version of Silent Hill 2:

According to some research that I did, this appears to be a BETA Lying Figure.

Looks way scarier than the final product.

I don't know if I could handle looking at those things for an entire game. I would flip my goat! (That's a Minnesota expression)... lol. They are truly way scarier than the final product. The image is very colorful though. Maybe that is one of the reasons they didn't keep the change.

They definitely look like they belong more in SH3. Not just them, but the surrounding environment. Too bloody for SH2. And I agree about the "toothy mouths".

Maybe I'm just looking at it wrong since the picture's kinda small, but they look like they have disproportionately large heads/faces. It makes it less scary to me. I also think some things are just scarier without faces.

Yeah, it's like an ape's head on a lying figure's body. Could be fearsome when trapped between a few of them, and I'm sure there would have been some kind of bite attack.

But I like the lying figures how they are, except for when they go on all fours and scamper away shrieking like a banshee.
