What Jramirez said. Besides, the only person she "summons" is basically herself. If Alessa could infringe on the free will of other human beings, the faith of the cult wouldn't exist, or at the very least, she could force them out of the church. Controlling minds isn't in the same league as her other powers.I find it hard to believe that Alessa can't control minds, someone who inherits powers, such as the ability to draw people in from hundreds of miles away, bring about and take away darkness, appear and disappear should be able to control minds.
