The movie assumes it's a school uniform. However, we can't make that distinction easily in the game because, 1) we don't see what any other Midwich student is wearing, and 2) we don't know whether Midwich is a public or private elementary school... if it's public, the chances of it being a school uniform drop dramatically (though not completely).

We can probably assume it was private. Most schools in Japan are private and all of them require some sort of uniform. Even though the game wasn't based in Japan, it was still Japanese creators, so they went w/ what they knew. And in a lot of smaller towns, they have private church run schools, because it is harder to run a public school in a small town than in a larger town.

Exactly my thoughts. I always, even before the movie, thought it is a school uniform. It just looks so much like one.
