I think the picture is sort of us imposing what we want it to be onto it. It's incredibly blurry, and therefore I think it's probably just a nondescript photo (I see a standing/walking person, myself). On the other hand, I'm never absolutely convinced that Team Silent let any detail be meaningless. So hmm.

To me it looks like a person walking with a brown jacket or coat. A lot of other people seem to think it's a person walking as well. However the second I looked at it I knew what you were thinking. It does resemble PH.

Well, actually when I was looking at the picture I saw something far more weird than that "pyramid head": Cybil is using a wireless telephone!!!!! Did they have those back in the eighties!?
