It is an "Other world", unofficially called the Fog World, though it isn't the true Otherworld.

The Otherworld is the alternate reality the characters experience. The [otherside] is the bloody/rusty/fucked up reality Alessa created and is a part of the Otherworld.

Ok, ya got me. I forgot you wrote the dark, rusty Silent Hill as [otherside]. Tricky, tricky. :D

Maybe it is there to make you think about Cybil. Cybil keeps trying to call for back up, and it looks like the back up had a bad time.

I pretty much agree with this assessment (Cybil was the first thing that came to mind when I saw the police car, but then I remembered she was on a motorcycle). Any policemen who were unlucky enough to be present when stuff got hairy, were most likely dealt with by all the nonhuman residents of Otherworld/Fog Bound world (whatever its officially called) in either an attempt to hold them off or escape with their own lives. Maybe there's even a chance that Cybil's seen that Police cruiser upon discovering the roads were "blocked off" and hoped against hopelessness that there was at least someone among her authoritative ranks that were still alive since she couldn't get out and get help.

Any other theory is invalid because of this one.

sure why not
it may have had to do with the drug trafficking in silent hill, and the police were involved. but maybe the order took care of this problem. or perhaps a monster killed the officer. who knows.

Eh, I always saw it as fodder for theories that other people got sucked into the Otherworld other than the people that Harry specifically runs into.

I think this is possible also

in this case I think it was a cop who got sucked into the otherworld, stopped his car when he saw the chasm and some creature, either from the fog or an air screamer got him

Another example of how jam-packed Silent Hill 1 is with beautifully morbid little details, like the garage smeared with blood behind the K. Gordon house. There are details like this in 1 more so than any other SH game (if I recall correctly), and I agree that they all suggest that other people were pulled into the foggy world/otherworld aside from Harry, and for the most part, suffered a grisly fate pretty darn quick.

Although, the gentleman with the shotgun appears to have made it pretty far into the otherworld before, y'know...winding up strapped to a bathroom stall with all his skin missing.

I'm not sure this image (and the others) are meant to be deciphered precisely by the player either in terms of what exactly did happen to the cop, but rather just to aide in the overall morbid atmosphere of the game. The means by which this unfortunate police officer met his end is not important in that sense, though it is still fun to debate.

This one is my favorite so far. Just...beautiful.

To me, it shows that Cybil Bennett is already DEAD. She died some other time venturing into Silent Hill, saw the chasm, screeched, and then flew out of her window. And then, some "chasm monster" or an Air Screamer threw her on the chasm edge trailing blood. And don't tell me Cybil rides a motorcycle, because I'm saying this time she was driving a cop car.

So... you're saying the motorcycle is also a ghost? Or... the motorcycle was riding itself? Or... uh... the motorcycle is a... manifestation that represents Cybil's police cruiser...?

Motorcycle = Manifestation of Cybil's badassery. Along with the glasses.

Ahh... I think I follow you.

Cybil symbolizes Robert Patrick. She is the representation of a T-1000, and she took on this representation to make up for the excessive fail of her actual death. Case closed. :)
