What about the possibility of Cybil not being a real person?
This clears up the lack of explanation for Cybil coming to the town if she is simply a creation of Alessa/the town, who exists solely to help Harry stops Dahlia's plot. Harry doesn't see her until he is pretty close to the outskirts of Silent Hill, where we know the town's influence reaches, due to the Alessa sighting a few seconds later. What if nothing happened to Cybil to draw her into the town and crash her bike, but that she, as a part of the town, merely disappeared and then reappeared in the diner, where she waited for Harry, believing she had her own reasons to be there, much like Maria in SH2.

Alessa has no reason to create Cybil fat all, though. Alessa doesn't want to help Harry, and her goal is to deter him. It's Cheryl who helps him out, and we know she couldn't of created Cybil. Not to mention that well, non-real things like Maria just don't show up in the real world, even on the outskirts of town. And it makes saving her pointless because she'll just vanish at the end of the game anyway. And it conflicts with future games which namelessly refer to Cybil as a cop that went missing.

Because Cybil doesn't already cause enough problems with people who don't understand Occam's Razor. ;D
