I just finished playing it again and- like LeriSuccubus said- the flowers are also scattered around Shepherds Glenn. I'll admit I don't know jack about botany so I'll ask this: When it's stated "near water", does that have to mean literally right next to water, or can it just mean within a certain range of a body of water? I suppose regardless it's possible the developers meant for it to be white claudia and didn't do their homework.

But are those cattails, or white claudia fruit? I'm leaning towards cattails because they're taller and stuff.

if they knew enough to know White Claudia is a flower near water, im sure the designers knew the description of the plant. Plus as stated twice above, they are scattered around SG. Then again the team couldnt even get the map of SH and the lake right so....
