It's total fan service, and personally, I think it looks pretty neat. However, I don't think it affects the gameplay or enemies around you in any way.

It would of been far better if you run about as the PH model, rather than just wear the helmet.

Yep. No costume in SH:H has any effect on gameplay as far as I'm aware.

Oh, it does? Cool. That's kind of useful.
If it does frighten off Order members, it does it as a joke function. Like other monsters running away when you have the Great Knife with the lights/radio off in dark places in SH2.
I, however, don't know if it actually frightens Order members. Anyone want to confirm this?

The Young Alex costume makes a funny effect where your flashlight sticks to you and all wrist restraints magically restrict you without it even touching you. lol
