It depends on if that 1/32 black guy looks, acts, or is otherwise "black" in any sort of essence. Cheryl looks human, acts human, has (part of) a human soul, and is generally human in every observable sense of the world. Her humanity is there, and completely intact, and she exhibits no inhuman features.

How racist of you.
My comment had nothing to do w/ treating blacks as inhuman. I made the comparison b/c, according to you, regardless of percentage, or how little genetic makeup someone has, that person (or thing) is all or nothing.
So a person who looks white, acts° white, and is otherwise white, yet is 1/32 parts black, is black and should be treated as such. I think you need to read Light In August.

But why would Alessa be in the foggy world for anyone else other than Harry?
I've always doubted that it was really Cheryl that Cybil saw walking, but I have to say the idea of it being Alessa seems equally doubtful to me. So... I guess it's back to Cheryl again.
Honestly, I'm not sure if Cheryl had anything close to powers. I think it's implied that she must have some sort of inexplicable 'thing' to her, being part of Alessa, and that her desire to go to Silent Hill isn't just curiosity but this strong inkling/obvious need. That's.. about all I can think of, though.
However, since Heather is Cheryl, and is Alessa, and she had powers... and Alessa had powers... I think it's safe to say that Cheryl had them, too, we just didn't really get to see them all that much.

I also doubt Cybil saw Cheryl. Cybil even doubts that it was her. Not to mention that she's never even seen Cheryl, she was only given a brief description.

It's possible, but were never given any indication that Cheryl had any sort of powers. I tend to lean toward Cheryl being human, with no powers. Granted, not a "normal" human, but human nonetheless.

Cybil knows Cheryl is a seven year old girl. The combined Alessa/Cheryl we see on the road and in the school is 21.
