Rumors of a black ops teams in Silent Hill?

Ok I did a search for this and found nothing. I was playing through Silent Hill Origins again and got the Stalker Outfit. I noticed that is said

"There have been rumors of a black ops teams converging on the denizens of Silent Hill."

There have been? When? Did I miss something. What happened to the black ops teams then?

Anyway, this has nothing to do with the story of the game, it's just a Easter Egg, and something meant to be fun...
It's like that codebreaker outfit, d'you really think that Travis used an outfit just like Vincent's... I mean, EXACTLY like Vincent's without even knowing him for a random Halloween party? :lol:

A black ops team?!?! Why would they need that. The only help they can get is a female officer from Brahms.
I know its an easter egg, just thought I would point that out.......
They need some Narcs though, for the drugs :|

Kaufmann is a desperate man looking for an easy way out. Also, he may have seen a few of the gajillion movies released in the fifties where the military destroys the monsters that threaten humans.
