Question about voices

I know lots of voices can sound similar in the voice acting world. I've dabbled at it myself for a few projects. However, I was playing Bioshock 2, and the voice of Augustus Sinclair, Esquire sounded so SO familiar. I couldn't place it. Then it occurred to me. The voice, with a nearly identical accent, is in the into to Silent Hill Ørigins, talking to Travis. Now, I can't find Douglas Boyd (the VA responsible for Sinclair in BioShock 2) in the credits for SH:Ø, and nor can I find SH:Ø credited to him in any way shape or form. Is this a case of "it was such a small part it's not worth noting", or do I have the wrong VA for this part?

I'm fairly certain they are different actors, but the voice in the intro isn't listed in the credits.

However Sinclair's accent is a lot higher, and sounds sort of New Orleans, whereas the SH:0 voice is deeper, and sounds like a different southern state.
