It's a reference to Session 9.

It could symbolize one of Alessa's emotions. Which one, don't ask. I have troubles about reminisces.

Of all the details in Silent Hill 3 backgrounds to point your finger to and ask, "What's that over there for?", you pick that one?

Silent Hill "Otherworlds" are based on dream-images and symbolism. The wheelchair is obviously a recurring theme in Alessa's nightmares, and it doesn't take an English major to figure out why.

I remember that scene! I think it was amazing, specially with the quote Heather says in that part.

Well, there has always been a significant and repeated use of wheelchairs in the series, so that's the easiest conclusion, but yeah, it's from Session 9.
