I used the following info from Widescreen Gaming Forum to play SH3 in Hi-Definition Widescreen at 1280x720
It's really neat seeing much more area of the game while playing and seeing more in the cut scenes. Try it out by going to the following link.

No a regular monitor will work fine as long as your video card will.
You can do it in a regular res and it still works.
