I guess because they're manifestations. Also it gives it a more eerie effect when only some lights work. Vague, but I can't express my explanation... :?

For that matter, why is there air? Couldn't have put it better myself. It is because that's how Heather/Alessa envisioned her reality to be. You don't question whether you're breathing, or the ground you stand on, in your dreams, or while you wake. Why should the manifestation of a nightmare within reality be any different?

Because carousels, elevators, light bulbs, combinations of the three, and much much more all need electricity. Some things in Silent Hill are inexplicable, and the reason why some things that run on electricity work and others don't is just another such occurance. Notice how all of the stop lights and walk/don't walk lights work fine in Silent Hill 2?

well the traffic lights in SH2 worked so why not do crazy and let the lights in SH3 work too?

Imagine that your dream (or nightmare) becomes reality: things don't have to be logical, you can arrange them as you see fit.
As for electricity it probably inexplicably manifests itself at seen locations, OR maybe it isn't electricity at all only appeares as such.

the electricity is there because you need to see whats going on with uses other than a flashlight. plus it adds to the effect.
i dont think theyd be throwing you in complete darkness, handing you a pocket knife and saying "good. fucking. luck"

where it comes from, however is COMPLETELY 100% irrelevant. doesnt matter. not a major role in the story. no big deal

Seriously, what does it matter? Perhaps there is no psychological reason behind it. It could be merely for asthetics. That's why a lot of things happen in video games. Sometimes stories create meaning first and images follow, sometimes asthetics dictate the meaning and the the story is made to fit. It doesn't have to make sense all the time, anyway- it's someone's nightmare, and nightmares and dreams don't have to be literal. The whole point of SH is to disturb and scare the crap out of the player, and if the occasional flickering light helps by creating a moving shadow for me to freak out and waste ammo shooting, so be it. I'm not gonna question the "gift horse," or in this case, "gift light".
