I don't seem to recall Valtiel operating any sort of carnival machinery in SH3. All that lazy bastard did was turn a few valves. PH is actually doing some real work here.

It still pisses me off that PH is doing Valtiel's job! Why can't they have Valtiel in this film? I know he is a freakin' chair but I want HIM the real deal! I am so sick of PH!!!

It makes sense for the movie universe to use PH as the valve-turner, if the symbolism with the games is consistent. Pyramid Head, being a protector of Alessa and a tool for vengeance, could also serve a purpose for turning the valves/controlling the world transitions with similar (or newer) purposes in mind. But we really don't have any information yet until the release or a new trailer.
