If I remember correctly the table that you've drawn correlates to the positions of corpses within the room, each corpse has an identifying number, the order that the numbers need to be input in order to get the right combination is dictated by the roman numerals.
Too cold to start a fire
I'm burning diesel, burning dinosaur bones
I'll take the river down to still water
And ride a pack of dogs

Table is depiction of the numbered beds in room. Roman number depicts the order of beds, thus the number needed to unlock the code-lockpad, located near the crematorium doors. Order of roman numbers are random-generated, so there isn't any general answer.
Just, follow the roman numbers to find out hebrew ones and input them into lock-pad in order, defined by roman numbers. Easy.
Let's say:
#I depicts the bed with #3
#II = 5
#III= 6
#IV = 2
Code will be: 3562
