There was a bunch of weird stuff goin' on in the other apt's, but i guess it was just folks going about their daily lives. I do kinda remember seeing one person just standing in front of the window at some point?....idk, i haven't played the game in awhile.
In any case i feel these folks are absolutely unaware of what is going on with henry's apt...only frank sunderland knows.
But if you work out which room it is, I'm pretty sure it's the guy with all the hi-fi equipment in his apartment - so he's probably just head-banging / dancing to his music.
Oh wow, I didn't even give thought to the people I saw in the windows. It never occurred to me that those are the rooms you visit later in the game, I always assuming they were on Henry's side of the apartment.
Goes to show what the hole does to you - you don't even know where in the town you end up, the forest could be right next to the apartments if you didn't know better. It's so dumb traveling through that hole.
