The Claudia Corpse
Is it possible that it could be Claudia, or a manifestation of her. If her version of the Birth of God were achieved, then the 21 Sacraments could not be completed, thus he could not see his "mother". and they must of been raised around the same time.

Why? Angela's face and body were used twice in Silent Hill 3. It wasn't manifested.

im just sayin out of all the models they use, for a patient corpse, they dont recycle the normal patient for the game, they used that one. but yeah guess you guys are right

I imagine it was added to make the mall seem a little more lively; though, to most people, it appears to be nothing more than a dark blob in the corner of the screen.

It's just there, as Kerrigan suggests, to tell the audience Heather isn't in the Otherworld yet, without resorting to animating a handful of people wandering around in the mall.

I think it could very well be a manifestation of her. I never heard any of the reasons, but I've been told that there's a lot of evidence that they were a couple, or something close to it, and what more do you want to do to your ex than disembowel them? ;D
