TranslatedMemories' material all comes from the now-defunct Silent Hill 4: The Room Web site, except for the Victim Profiles of Cynthia, Jasper, Andrew, Richard, Eileen, and Henry—those are all fabricated by the Web site's writers.

Lost Memories: Silent Hill Chronicle was written before Silent Hill 4: The Room was released. There's a separate guidebook for it, though: Silent Hill 4: The Room—Official Guidebook Complete Edition.
