It's Walter. He's watching Henry just like the person who ran the Water Prison watched him and the other children in the past.

I can see it with eyes closed
Shadows that look like blood
Dead as far as the mind goes
Fear that comes from my head
Lives in the mirror"

The first time that happened to me, I had read the note that said "I got tired of being watched" in the room with the noose, and it happened right after. How appropriate.

Is it Walter who also sneezes/coughs? I always thought it was a reflection from Walter's past, and that it wasn't necessarily Walter but.. a prison guard. It adds onto the whole "being watched" thing that Henry's going through. He can't do anything about it, and whether he likes it or not someone's checking up on him.

The writings kind of made me think that it was one head honcho who was in the middle area watching the kids, but I could be wrong... Of course there would have to be guards and stuff, but I always figured that the children were talking about one person. Like a warden. -shrug-

Oh. I wasn't implying that there was more than one person there.. just that I thought it was the prison guard.

I didn't mean it like that, I meant that it seemed what the children wrote suggested to me that it was someone specific that they all knew, and not someone whom there'd be alot of, like a guard... I guess.

I think this could be of interest at some point:

...that all my life I've been rushing up and down hills, leaping rivers, crashing over obstacles,
never dreaming that one day that beautiful thing in flight would land on this earth and into my arms

Andrew, perhaps?

Thanks, Liz. I'll check out the topic now. :3

Well, I know Andrew was mentioned at least once. (that fat pig, or something along those lines?)
Agreed on the security guard though...that's what I always thought it was. With the coughing, and the keys clacking, it just didn't sound like Walter at all.

That always got to me in a way. It didn't really scare me or anything, but it gave me an uneasy feeling. Just the idea of it was strange.

Well, Andrew was still imprisoned in the cell while the Watcher was... watching. It's just the spirit, memory, of the guards that Walter remembers.

Remember: The whole point of the Panopticon was to keep constant surveillance with as little manpower as possible. Thus: there was only one guard per floor.

That's what I think. The first time this happened to me I left the cell as quick as I can... that really freaked me out. O_O

i have always thought there is actually noone there, and the noises and shadows were just like, a manifestation of the memory of the guard

This is what I always thought too. I really never thought about Walter at all, but I guess there is no reason that it couldn't be him.
