I wouldn't really say it is her last moments considering you see her last moments and are there with her. The crying, and the fact it's reversed in the game, is most likely just for effect.
None of the other ghosts have any hints that say anything about their last moments beyond how they died/ may have died, so I see no reason Cynthia would be any different.

Agreed that it's probably not necessarily her last moments, and the effects we heard in the game was probably done for the creepypasta.

But it's still unsettling. Almost more disturbing than the backwards version we heard in the game, eugh.

It's an effect. A lesson for next time would be: Just because it's Silent Hill doesnt mean there's a deep meaning behind everything.
