Room 302, the apartment itself, wasn't Walter's mother. And he knew it. The place was like a "portal in which his true mother would appear". Or something like this.i figured he still believed it was his mother
Walter believed he wasn't part of this world, that he was a son of God (or a Devil, like Joseph said). And since he wasn't a part of this world, Earth, he then created his own world "where he rules like a king".

Walter believed no such thing. But he did believe he could have his own personal paradise through using this magic ritual.
Basically, while he was mostly taking his revenge and summoning a God to control as a fuck you to the Order and everyone else who's ever wronged him, he took the lie that caused all his life tragedies ("lol ur mom is a room bro") and make it the truth. The world fucking owes him, so why not?

I think there is no subjective God in SH4, in fact the first genuine thought was Dahlia's. Dahlia abused of Walter's need of love to summon her God; but if it looks to me that she didn't care about what Walter thinks it is, the important thing was that he did the job from the Scriptures- revive the four signs of God; even if he thought it was his mother's (he did it to fulfill his own personal paradise). And there is a third variant of God (Joseph's) that says it is in fact the Devil.

What was the deal with that note saying that the 21 sacraments were evil and bad and of the devil and shit? it was right, but where'd it come from? I don't remember.

Do you mean the note beginning "She who is called the 'Holy Mother' be not holy one whit"? If so, that's included in the book Crimson Tome, written by the Sect of the Holy Woman. Joseph Schreiber alludes to this book in his journal dated April 10th, but he didn't write the book.
