I do believe that Cynthia was the most annoying. If you don't catch her just right, she slithers around which reminds me a lot of the patients in SH2. And that, by far is very creepy. Also, she just follows you around if you don't pin her! Talk about irritating.

Cynthia can be pinned down with a Sword without a Silver Bullet. Don't waste it on her, because you'll need it for Andrew and Richard. Andrew, because he takes an absurd amount of damage and Richard, because he also takes quite a bit of damage and doesn't stay still at all.
IMO, the best weapon to beat down ghosts to sword them is the Baseball Bat. Just pound them three or four times while charging up, then do a full swing. When they fall down, get ready to use the Sword of Obedience; if they get up before you have a chance, beat them down with the Bat again. After repeating this for a while, they should stay down long enough for you to pin them.
I used this strategy to pin down Cynthia and Jasper, and it works fine. Now they won't fricking bother me anymore.
And yes, I recommend pinning down Cynthia the first chance you get. She will haunt you in most of the other worlds, and she is seriously a pain to deal with.
Jasper is actually more dangerous than Cynthia, but not as encountered much so he doesn't require a sword as much as Cynthia.
For Andrew, it's obvious. You need to pin him down to advance to the other worlds, so find the sword under the bed in this world and stick it in him. Up to you if you want to leave the sword stuck in him or not, not sure if you encounter him elsewhere.
Richard is tricky and can land some damage with his mini crowbar, but he can be avoided. Plus, the only other place you encounter him other than in the Building World is his room in the Apartment world, 2nd time. And it's so cool to watch him tweak out.

Like hell he helped them...he gave Jasper an off brand chocolate milk that had texture like sand and he never really did anything for Cynthia do earn a "special favor". I didn't mind the ghosts most of the time, and I think that giving you only 5 swords of obediance was a pretty clever way to make them scarier. However, only giving you 2 frickin' silver bullets was completely ridiculous! There are 3 really hard ghosts, Cynthia, Andrew, and Richard, and so you have to either beat one of them down or let it bug the tar out of you for a good while. I usually beat down Cynthia and use the silver bullets on the other two, for reasons already mentioned in this topic. And Cynthia is the most annoying thing to ever appear in a Silent Hill game, due to that stupid Lying Figure impression!

For some reason im unable to pin Steve garland (the ghost wearing the sustainer pants and with the mini shovel) I hate him cuz he's one of the most frequent appearing ghosts and for some reason i cant seem to pin him with a sword. I tried beating him down, I had him down so bad I think I stomped his body flat with my shoe. But I still couldnt pin him... I tried pinning the woman with the hat to see if im doing it right but that works fine...

I'll say Richard, my friend and I hated him in a "oh COME ON" sense. We made it to Apartment World the second time around, and we already had enough trouble with the other ghosts and Walter randomly showing up and pointing a gun in our faces. We were walking on the grating above the rooftop and we saw him wandering around on the roof below, and we just kinda laughed at him, until he disappeared and REAPPEARED RIGHT NEXT TO US. Jeez.
If Walter counted as a ghost, I'd say him just because of his ridiculously impeccable aim. I mean come on, when you're swirving and zig-zagging all over the place and miles ahead of the guy, you'd think he might miss at least one shot.
