Apparently you missed the sign hanging on the side of the grated wall before you squeeze through to get the crowbar. It mentions that the area behind the wall is electrified and that exposure can cause severe burns and death. The scream is from one of the body bags being electrocuted.

Actually, in Adam's case, couldn't the visual motif be from actual knowledge of the old Order's executioners? After all, he apparently knew a lot about the Order, so I don't find it hard to imagine he knows about ole' Stone and Rosten.
