Bloober has officially announced a new project with Konami.
They only say it is a Konami IP and published by Konami.

I still think it's SH1, even though SH3 would allow them to reuse assets from covering the same terrain in Silent Hill itself.

If Silent Hill 3 is remade, I hope they move the Silent Hill portion of the game to the other side of the lake instead of reusing Silent Hill 2's map like the original game did. I've always thought it would make way more sense to have Heather tread the same ground Harry did when she goes to Silent Hill. If they do go that route, it would be another reason to do SH1 before SH3 so they can reuse those SH1 assets.

I agree with your first part and I've been saying that for awhile. I think what they could possibly do is have you go Brookhaven and when it goes otherworld, it transmutes into Alchemilla. To which you'd be in Paleville when that level was complete. Assuming they remake SH1 first, they could potentially have assets for both halves of SH.
As far as cutting EVERYTHING between the Subway and Harrys apartment, no. Hilltop is SH3s best level and one of the best in the series. You can cut the sewer and all that, but leave Hilltop alone.

I think that the reason why they reused the Silent Hill part from SH2 (also Brookhaven instead of Alchemila) was due to budget and time constraints. It is said (but I couldn't confirm the source) that the game was developed in only 9 months, between September 2002 and May 2003. There is an old interview (https://www.ign.com/articles/2002/06/12 ... -interview) with the team where they confirm that the team working on SH3 was smaller than SH2, and given that SH2 was not such a big hit in Japan at the time, and Konami was also developing SH4 almost simultaneously, I always assumed they were under a tight budget and ended up reusing assets from SH2.
About time and budget, what we do know is that for a while the game was supposed to be an on-rails shooter that was eventually scrapped. I always felt that SH3/4 are almost polar opposites in their pros and cons. SH4 is original, fresh, bizarre, but a mess in execution. The back half escort mission and the general reusing of the environments.
Don't get me started on those ghosts.
SH3 is too safe, lacks the strange Lynchian vibe present in the other games, but is a solid paced and playing survival horror game. I imagine this is due to the time constraints. While both games are classics, I do think they both stand to benefit from ground up remakes, SH4 especially.

You can also switch things up so that Hilltop is located in Silent Hill instead. Man, Silent Hill 3 is really such a mess in terms of story and pacing. It would absolutely benefit from a remake.

SH3s problems aren't the fact that it's not located in SH for the first half, it's what you described. Pacing especially. I do think SH sections could be expanded.

Heck, just even tie the office building into Heather's story personally. Make it be where the lawyer's office was when administering Jodie's will after her death or something.

I'm all for the idea to make the locations have more of personal connection to Heather, so that visiting these locations makes sense from a story perspective. I mean, what does Heather actually take with her from Hilltop center? She meets Vincent and the only new thing she learns from him is that Harry "hid the truth about her mother" to her, but Vincent actually leaves Heather with more questions than answers.
If the remake lets us dive more into Jodie's personal items it could create a more interesting dynamic between Heather and Harry's relationship. Did Jodie wish for Harry to tell Cheryl that she was adopted earlier? Was she open to the idea to let Cheryl visit Silent Hill again? Or did she write down in her will that Harry must promise her to never let Cheryl return to Silent Hill?
I feel the issue here is that you can't get too personal with anything until Heather gets home and witnesses Harry's dead body - that's the cataclyst for the real main story and everything before that is just "teasing". In the car drive to Silent Hill with Douglas, that's when we truly learn that Silent Hill 3 is a direct sequel to the first game. So yeah, honestly, the whole subway/sewers/hilltop stuff is just senseless filler. After the shopping mall, Heather should get her ass home immediately. I would prefer to add the sewers and Hilltop Center to the old Silent Hill map instead, and as mentioned before, make them connected to Heather's personal journey.

Do we know that Cheryl didn't know she was adopted all along? Clearly Heather didn't, but I don't recall if SH1 ever indicated one way or the other if maybe Cheryl knew all along.

I like the idea of adding a more personal touch to SH3s story but I don't feel Hilltops placement is the problem. It's the lack of any major story beat aside from Heather/Douglas/Claudia's introduction in the mall until you get to Hilltop. You go from the Subway, underground and sewer with no narrative push. Honestly if it were me I'd cut the whole sewer/underground area and add something new in Silent Hill.

If they remake Silent Hill 1, I would love for them to increase Lisa's screen time. Maybe even make her accompany Harry around the hospital a bit during that section. It would make the emotional effect of her later death scene even more powerful and upsetting.
The amount of affection I felt for Lisa in the original by her death even with her limited screen time was quite a feat. I think they should make her more of a main character this time around so her death will be all the more unexpected and sad.

To me, it was quite clear that both SH1 and SH3 asset/environments were considered when the SH2 remake was made. In the same way, RE Village was used for the RE4 remake.

I think Bloober could do a fantastic job with SH1s story. It's probably the biggest thing that needs upgrading considering SH1 was in the "so bad it's good" videogame dialog era(I know there were exceptions to this even back then). I'd also like the lore to be expanded a bit, especially on things like White Claudia. Since a SH1 remake would be a sort of sequel to SH2R it would be interesting to learn more about the split between the north and south sides of Silent Hill. It almost feels like Southvale and Paleville might have been separate towns at one point?

I don't like the idea of cutting out locations in SH3. I think the office building can stay, but be truncated or improved in other ways. Same for the subway, which also ties into Heather's dreams of being run over the tracks at the amusement park. Bloober did a pretty amazing job overall with the locations in SH2.
