I'd much rather a full Silent Hill 1 remake before anything else.

To me, a lot of what was created in Silent Hill 2 Remake was done in the same manner as Resident Evil Village. It seemed to me that assets in SH2RE will be easily transferable to both Silent Hill 1 and Silent Hill 3 remakes.

It's best not to paint this franchise into a corner like Capcom did where they introduced a Superpowered Wesker out of left field in RE4RE. It only makes sense for them to remake Code Veronica now before RE5. Just remake 1, then 3 and make it simple.

If anything, the one character whose personality would benefit the most from a change is Dahlia. In the original, from the very moment she pops up on screen she just oozes "obvious villain" energy all over the place. To make things more interesting and surprising for both new and old players, I feel Dahlia should appear as much more symphatetic and likeable when Harry first meets her, in order to confuse and lure the player into believing that she's actually trying to help Harry and vice versa. Make her a true wolf in sheep's clothing, so to speak, so that when her true motives are revealed the players' reaction will be more like "Omg whaaat?" instead of "Yeah I know you're an evil bitch".

I don't know... There's something to be said for having good ol' straight-up villains. I think keeping Dahlia a fanatic who'd torment a child would be better, though they could certainly expand on her while keeping her crazy. The original Dahlia is pretty much an enigma when Harry meets her, and we uncover her nature alongside details of Alessa as we go along, so she wouldn't work well for too long as a secret-villain character. Being the cult leader alone would automatically make her suspect #1 in any horror media story. So nobody would be surprised, least of all Harry.

I don't think so. One of the very first things she says is "You want the girl, right?" in an overtly sneaky way.

That's not to say there aren't aspects of her speeches that present her as more enigmatic and possibly sympathetic, and I think that side should be emphasized more at first. For example:

"Here, the Flauros, a cage of peace. It can break through the walls of darkness, and counteract the wrath of the underworld. These will help you."

If Dahlia comes off as less sneaky and not so obviously evil the first time you meet her, it makes it more believable that Harry would fall for her manipulative actions. As you progress through the game's story, you slowly learn about Alessa's past and how her mother [Dahlia] abused her, and then you end up with a much more compelling character arc.
